NALSAR Proximate Education (NALSAR Pro) the distance education wing of NALSAR University of Law, Hyderabad imparts professional legal education using Web Technology and e-Learning. NALSAR Pro offers Post Graduate Diploma courses on various subjects of law in India and at select international Centres.

Enrolled candidates can submit the projects online, take their exams at identified centres and will be backed by regular updates of course materials through CDs and Web updates.


About the Course

P.G. Diploma in International Humanitarian Law

International Humanitarian Law which governs situations of International and Internal armed conflicts has assumed considerable significance in different parts of the world during the recent past on account of proliferation of armed conflicts and armed violence. International Humanitarian Law attempts to mitigate the suffering brought about by armed conflicts and wars by ensuring protection to defenceless victims of armed conflicts and also by regulating and restricting means and methods of use of force. The possibility of prosecuting violators of humanitarian law-war criminals-from recent armed conflicts and the possibility of creation of a permanent International Criminal Court have drawn increasing attention to Humanitarian Law issues during the last few years.

The Diploma in International Humanitarian Law is intended to provide an opportunity to people working in various fields who are either dealing with situations of international or internal armed conflicts in their professional capacities or who are interested in knowing more about regulation of armed conflicts. It includes members of Armed and Paramilitary and Police Forces, NGO' associated with human rights related work, human rights activists, legal professionals such as lawyers, law officers working for the Government, Judges, Teachers and Students of Law, Political Science, Defense & Military Studies and Human Rights. In view of the fact that such persons are preoccupied with their professional or academic commitments, NALSAR has launched its proximate education course on International Humanitarian Law to be taught online using the Web and Internet mode of e-learning. The course will provide study material through its dedicated site.


About the Teaching Methods

NALSAR proximate Education uses electronic media of Internet, websites, e-mail, e-conferencing to conduct the course. The Course is imparted through a dedicated website-www.nalsarpro.org. The course material is prepared by eminent scholars in fields of International Humanitarian Law and will also guide the candidates through web. The Course materials will also be supplied in the form of CD ROM at a nominal cost. The course is open to candidates from Central, South, South-East Asia and the Pacific. The University will conduct the final exams at select international centres in the above mentioned regions.


About the Course Content

The Diploma consists of four basic papers in international humanitarian law.

Introduction to International Humanitarian Law

This paper focuses on basic issues in humanitarian law such as its definition, meaning, sources, subjects, scope of applicability, its basic principle, etc. It also deals with issues like relationship between humanitarian law and human rights, different types of armed conflicts, etc.

Law Relating to Protection of Defenceless Victims of Armed Conflicts

This paper deals with protection of civilians, wounded and sick soldiers and prisoners of wars. Other related issues like special protection to women, children and refugees; protection of detainees in internal conflicts are also covered.

Law Relating to Means and Methods of Warfare

In this paper a study of all the legal developments concerning means and methods of warfare is included. Especially developments concerning specific types of weapons such as landmines, chemical weapons, biological warfare, etc are stressed. Also issues such as protection of the natural environment and cultural property in times of armed conflicts are included for study in this paper.

Implementation of International Humanitarian Law

This paper focuses on all those mechanisms which are associated with the process of implementation and enforcement of international humanitarian law. This includes national mechanisms as well as international means such as war crimes prosecutions. There is scope for case studies under this paper in view of the decisions of the Tribunals established for Former Yugoslavia and Rwanda.

Each paper shall have a research assignment for 25 marks and a written examination for 75 marks. Written examinations will be conducted in major Indian cities and national capitals of countries outside India. Research assignments can be submitted through e-mail or by post.


About Eligibility

Graduates in any subject or a professional with equivalent qualification with at least two years experience in any field are eligible to register for the course. The duration of the course will be of one year.

Detailed course outline and necessary study material will be available to the registered candidates on NALSAR website. It can also be made available on CD ROM on special request for a nominal fee. Enrolled candidates will have the facility of consultation through e-mail or website with identified panel of experts in the field of Humanitarian Law.

. Course material through CD ROM Rs 1500 (Indian & SAARC Region)-$35 (for other regions) inclusive of courier (Additional to Course fee). The materials will be available in the Website which is easily downloadable.

. Examination fee: Candidates will be required to pay the examination fee of Indian Rupees 1000 ($25) along with the admission and course fee or can be paid prior to the examination. The admissions are open from July/August and details can be checked in the website.
