Promotion

— Time-bound promotion scheme — Para 1 of the Scheme providing that all officials belonging to basic grades in Group `C' and Group `D' who completed ``sixteen years of service, will be placed in the next higher grade'' — Para 2 providing for convening of DPC meetings to consider ``promotion'' of officials who completed ``sixteen years of regular service'' in the operative cadres — Employees claiming to be placed in the next higher grade, held, required to establish that he had completed 16 years of ``service'' in the basic grades in Group `C' and Group `D' as required under para 1 — Para 2 which required completion of 16 years of ``regular service'' for the purpose of promotion, not applicable to such employees — Supreme Court in an earlier case had observed that time-bound promotion and regular promotion are two different concepts and the former does not affect seniority of those higher up — Respondent employee having completed the eligibility condition of 16 years of service, which included non-regular as well as regular service, held, he would be entitled to benefit of the time-bound promotion scheme under para 1 and same cannot be denied on ground that he had not completed 16 years of regular service, (2006) 6 SCC 57
