— Ss. 12, 14, 17, 18, 21 and 22 — Complaint — Maintainability — Nature of proceedings before consumer disputes redressal agencies — Proceedings before the National Commission, held, are essentially summary in nature — It should not adjudicate issues involving disputed factual questions — Where the insurer opposed the claim to insurance amount on the ground that the insured had made a misdeclaration in the proposal form that she was a teacher and the complainant in turn disputed the genuineness of the proposal form produced by the insurer, held, National Commission erred in bypassing that question and granting relief to the complainant — Further held, State Commission had rightly dismissed the complaint and left the complainant to seek relief in an appropriate court, (2006) 7 SCC 655
